Electric vehicles (EVs) are not just a futuristic concept anymore; they are fast becoming a reality on our roads. Recognizing the importance of EV adoption in reducing emissions and improving air quality, the Antelope Valley Air Quality Management District (AVAQMD) has launched the Electric Vehicle Charging Stations Program. This initiative aims to incentivize local entities within the AVAQMD to install EV charging stations accessible to the public. In this blog post, we will delve into the details of this program and how it’s driving the region towards a cleaner, greener future.

Program Eligibility

The AVAQMD’s Electric Vehicle Charging Stations Program is open to entities that own, lease, or operate sites capable of accommodating public access EV charging. These sites can include retail centers, multi-unit dwellings, workplaces, hospitals, public transit stations, and park & rides. To be eligible, a site must be able to accommodate a minimum of two Level-2 Charging Stations (single or dual port) or one Level-2 Charging Station and one Level-3/DC Fast Charging Station (single or dual port).

General Criteria

Several criteria are considered to determine the funding amount for each project:

  • Location: The project must be installed and located within the AVAQMD, which includes specific District zip codes.
  • Site Considerations: Factors like site area, safety, accessibility, convenience, and anticipated usage are taken into account.
  • Accessibility: Publicly accessible stations must be available to the public daily during regular business hours (24-hour access stations are preferred).
  • Equipment: All equipment and parts must be new, and the installation work must be carried out by a licensed contractor.

Applicant/Grantee Requirements

Entities interested in participating in this program must meet certain requirements, including:

  • Completing District application forms and providing an estimate from a District-approved vendor.
  • Demonstrating the ability to obtain all required land use permits for the installation and operation of the charging station.
  • Providing documentation that confirms power availability at the proposed site.
  • Offering a detailed description of the geographic location, including an aerial map and specific street address.
  • Including anticipated usage data, such as the average duration and number of vehicles expected to use the station.
  • Accommodating pre and post-inspections of the project site by District staff.

Cost Eligibility

The program covers various costs related to the purchase and installation of equipment for power delivery or fueling directly associated with the infrastructure project. These eligible costs include design and engineering, equipment purchase, installation, meter/data loggers, taxes, permits, and more. There are certain expenses that the program does not cover, such as existing station upgrades, fuel and energy costs, non-essential equipment hardware, operational fees, maintenance, repairs, and more.

Project Eligibility Criteria

To qualify for funding, charging stations must be at least Level 2 and must support non-residential stations. They must use a valid and universally accepted charge connector protocol and be certified by a Nationally Recognized Testing Laboratory. Additionally, the project must comply with all applicable federal, state, and local laws and requirements.
