Finland is rapidly embracing the electric vehicle (EV) revolution, with a focus on expanding its EV charging infrastructure. To support this transition and encourage the widespread adoption of electric cars, the Finnish government is offering grants to communities that own residential buildings. Who Can Apply for Grants?
The grants are available to communities that own residential buildings, such as housing associations and rental housing associations. Parking companies associated with these communities can also apply if they implement residential parking as defined in the site plan and the charging infrastructure is intended for resident parking.
It’s important to note that these grants fall under the de minimis regulation, limiting the cumulative subsidy for one beneficiary to a maximum of €200,000 over three years. This regulation primarily applies to economic operators, including rental housing companies.
How Much Assistance is Offered?
The grant covers 35% of the VAT costs accepted for subsidy, with a maximum limit of €90,000 per applicant. When calculating the grant amount, costs are considered up to a maximum of €4,000 per charging capacity.
A key condition for receiving the grant is that the community must establish functional charging capacity for at least five charging points or for all parking spaces if the condominium has fewer than five parking spaces. Additionally, subsidies can be obtained for the purchase of charging devices if they become the property of the housing association.
The minimum implementation eligible for assistance includes electrical conductors with a power rating of at least 11 kW extending from the electrical center to up to five parking spaces. The grant does not cover unfinished new construction projects.
What Costs Does the Grant Cover?
The grant covers a range of costs associated with the charging infrastructure project, including needs assessment, project planning, necessary modifications to the main power station, changes in electricity connection type, piping and cabling, associated conventional earthworks, and charging devices (if owned by the beneficiary).
How to Apply
Applications for assistance can be submitted by the end of 2023. However, the grant application must be submitted before the charging infrastructure has been built and approved.

Required attachments typically include a trade register extract, a cost breakdown for the construction of charging infrastructure, an explanation of the project’s measures, the general meeting’s decision on the project, and, if applicable, a list of shareholders and a de minimis statement.
