Kentucky has achieved a notable milestone in its efforts to develop electric vehicle (EV) infrastructure with the release of the National Electric Vehicle Infrastructure (NEVI) Request for Proposals (RFP). Led by the Kentucky Transportation Cabinet (KYTC) Division of Purchases, this initiative is designed to enhance the state’s EV charging network and advance sustainable transportation initiatives.

NEVI funding opportunity

The Kentucky Transportation Cabinet (KYTC) Division of Purchases has released a third Request for Proposals (RFP) as part of Kentucky’s Electric Vehicle (EV) Charging Program. This RFP seeks qualified proposals for the planning, deployment, operation, and maintenance of up to 12 Direct Current Fast Charging (DCFC) Electric Vehicle Supply Equipment (EVSE) stations along the state’s interstates and parkways. The initiative is part of the National Electric Vehicle Infrastructure (NEVI) Formula Program, aimed at expanding EV infrastructure nationwide.

Interested parties can access the RFP and its attachments on the Kentucky Vendor Self-Service website without needing an account. To find the solicitation, users can visit the « View Published Solicitations » section, enter the keyword « 2500000072 » in the search bar, and click the hyperlinked RFP-605 2500000072 to view and download all associated documents, including the necessary forms and details about the project requirements.

Proposers are encouraged to submit questions regarding the RFP by following the guidelines in Section 2.3 of the document. Final proposals are due by 5:00 p.m. Eastern Daylight Time on October 21, 2024. The complete selection process and timeline can be found in Section 2.2 of the RFP. More information about Kentucky’s EV Charging Program and the RFP process can be found on the official EV Charging Program website. This is a critical step in ensuring Kentucky’s EV infrastructure meets the growing demand for electric vehicle charging, supporting cleaner transportation options across the state.

Interested parties are invited to engage with the RFP process by accessing the solicitation documents on the Kentucky Vendor Self-Service website. Inquiries regarding the RFP are welcomed until March 20, 2024, providing proposers with an opportunity to seek clarification and ensure a comprehensive understanding of the requirements. Proposals must be submitted by April 19, 2024, offering stakeholders a chance to contribute to Kentucky’s EV infrastructure expansion and shape the future of sustainable transportation in the state.

Leveraging Federal Funding

Kentucky’s commitment to EV infrastructure is underscored by its allocation of federal funding totaling $14,793,712 in 2023 and $14,793,815 in 2024, as outlined in the approved state plans by the Joint Office of Energy. This substantial investment, bolstered by the Bipartisan Infrastructure Law, positions Kentucky as a frontrunner in advancing EV adoption and supporting the transition to cleaner transportation alternatives. By leveraging federal funding and strategic partnerships, Kentucky aims to accelerate the deployment of EV chargers and enhance accessibility for drivers across the state.
