The Transportation Alternatives (TA) Set-Aside Program, part of the Surface Transportation Block Grant (STBG) Program, offers funding for various smaller-scale transportation projects. These projects encompass pedestrian and bicycle facilities, turnout construction, community enhancements like historic preservation, stormwater management, and habitat connectivity, recreational trails, safe routes to school initiatives, vulnerable road user safety assessments, and even shared micro-mobility projects. The Federal Highway Administration (FHWA) includes shared micro-mobility projects as eligible within the TA Set-Aside.

  • Grant Totals (FY22): $5,300,000 – $113,000,000
  • Funding Frequency: Annually
  • Match Requirement: Typically 80% of eligible project costs from the Federal government. Flexibilities, including new ones under the Better Investment for Livable Communities Act (BIL), allow states to increase the Federal share to 100% for specific projects. States can adjust the share based on public land area using an upward sliding scale adjustment (23 U.S.C. 120). EV Charging Activities: Shared micro-mobility projects Eligible Applicants: States, Tribes, localities, regional transportation authorities, transit agencies, Metropolitan Planning Organizations (MPOs), and nonprofit organizations.
