The Clean Heavy-Duty Vehicle Incentive Program, established under the Inflation Reduction Act, aims to catalyze the transition from dirty, emissions-intensive heavy-duty vehicles to clean, zero-emission alternatives. By investing $1 billion, the program seeks to not only replace existing vehicles with environmentally friendly options but also to bolster zero-emission vehicle infrastructure, provide workforce development and training, and support planning and technical activities. The ultimate goal is to accelerate the adoption and deployment of zero-emission vehicles, contributing to cleaner air and reduced greenhouse gas emissions.

Funding Details

The Inflation Reduction Act allocates a total of $1 billion for the Clean Heavy-Duty Vehicle Incentive Program. This funding will be distributed by the Environmental Protection Agency (EPA) over the period between now and 2031. Notably, $400 million of this funding will be directed toward communities located in nonattainment areas.

The program will provide grants and/or rebates to eligible recipients for various activities, including:

  • Replacing existing heavy-duty vehicles with clean, zero-emission vehicles
  • Developing and enhancing zero-emission vehicle infrastructure
  • Workforce development and training initiatives
  • Planning and technical activities that facilitate the adoption of zero-emission vehicles

Eligibility Criteria

The incentive program is open to a range of recipients, including heavy-duty vehicle operators, businesses, organizations, and communities. The specific eligibility criteria may encompass factors such as project location, project size, and the type of heavy-duty vehicles being replaced. The focus is on promoting zero-emission vehicle adoption and fostering a cleaner transportation ecosystem. The program targets Class 6 and 7 vehicles, including school buses, transit buses, delivery trucks, and utility vehicles, among others. Eligible activities encompass the replacement of non-zero-emission vehicles with their zero-emission counterparts, installation of supporting infrastructure like charging stations, and training programs for drivers and mechanics.

Application Process

Potential applicants are encouraged to take proactive steps in anticipation of the program’s rollout. This includes initiating discussions with key stakeholders such as utilities and school boards, as well as ensuring registration with necessary government platforms like Grants.gov and SAM.gov. The EPA provides templates and guidance to streamline the application process, emphasizing the importance of early preparation.

To submit EPA grant applications electronically via Grants.gov, organizations must first register with Grants.gov and SAM.gov. This registration necessitates possessing a Unique Entity Identifier (formerly the DUNS number) and maintaining an active System for Award Management registration at SAM.gov. For new registrants, acquiring both identifiers may span a month or more due to the registration process’s duration.

Throughout the application process, applicants can expect to have access to additional resources and support. These resources might include guidance documents, FAQs, and possibly assistance from EPA representatives to ensure the successful submission of applications.

Key Benefits and Opportunities

Participation in the Clean Heavy-Duty Vehicle Incentive Program offers several key benefits and opportunities for eligible recipients, including:

  • Financial support in the form of grants and rebates to offset the costs of transitioning to clean, zero-emission vehicles.
  • Enhanced visibility and recognition as leaders in sustainable transportation, contributing to cleaner air and reduced carbon emissions.
  • Access to resources and training opportunities to develop the skills and expertise needed for zero-emission vehicle adoption.
  • Potential collaborations and partnerships within the growing network of clean heavy-duty vehicle operators and stakeholders.

Additional Resources

For more information about the Clean Heavy-Duty Vehicle Incentive Program, interested parties can refer to the EPA’s official website, where they can find program guidelines, FAQs, and contact information for inquiries and assistance.

The EPA has also issued a Request for Information (RFI) to gather valuable insights into zero-emissions heavy-duty vehicles and port equipment. This input will shape the Clean Heavy-Duty Vehicles and Clean Ports Programs under the Inflation Reduction Act. The RFI focuses on a wide range of zero-emissions technologies, including electric and fuel cell vehicles, harbor craft, locomotives, and more. Stakeholders are encouraged to provide information on technology availability, performance, pricing, and practical considerations, all of which will contribute to the successful implementation of the program.

EPA’s Request for Information on the Development of Guidance for Zero-Emission Clean Heavy-Duty Vehicles, Port Equipment, and Fueling Infrastructure Deployment under the Inflation Reduction Act Funding Programs is closed as of June 5, 2023.
