EVID PROGRAM DESCRIPTION

Overview

The NEVI Formula Program, established by the Infrastructure Investment and Jobs Act (IIJA), is a monumental $5 billion effort to install 500,000 EV charging stations across federally designated Alternative Fuel Corridors (AFCs) by 2030. Arkansas will receive approximately $54 million over five years to kickstart this ambitious project. The initial focus is on equipping Arkansas’ segments of Federal Interstates and AFCs with charging stations, ensuring accessibility for all EV users.

Program Structure

Arkansas’s competitive procurement program invites eligible entities to install, own, operate, maintain, and report on NEVI Formula Program compliant EV charging stations. Proposals will be meticulously evaluated based on predefined criteria. Federal funding will cover up to 80% of project costs, with a mandatory 20% non-Federal match required, including private funding to support ARDOT’s administrative costs.

Funds will be disbursed on a reimbursement basis after FHWA project authorization, award agreements, and relevant Notices to Awardees for each project phase are issued. Projects are divided into three main phases: pre-construction, equipment purchase and construction, and operation and maintenance. Costs will be reimbursed upon receipt of all required documentation, with no work permitted before ARDOT’s phase initiation notices.

Eligibility Information

To participate in this transformative program, proposers must be one of the following:

  • A registered utility in the State of Arkansas
  • A business registered with the Arkansas Secretary of State
  • A non-profit entity registered in the State of Arkansas (as defined in Title 26 US Code Section 501(c))
  • A Tribal Organization within Arkansas (defined in Title 25 US Code Section 5304 (l))

Eligible Projects

NEVI Formula Program funding will support EV charging infrastructure proposals that meet Federal NEVI and ARDOT EVID Program Requirements and are situated along designated EV AFC Corridors. The initial emphasis is on expanding AFCs, addressing service gaps to ensure a seamless charging experience. Approximately 15 EV charging sites along 11 EV service corridor segments are needed to achieve full build-out of the Interstates and AFCs.

Proposal Submittal

To participate in this groundbreaking initiative, proposers should submit their proposals through www.ardot.gov/nevi. The program’s milestones are as follows:

  • Informational Webinars for Prospective Proposers: October 9 & October 17, 2023
  • Deadline for Written Questions: October 18, 2023
  • Early Proposal Completeness Review Deadline: October 27, 2023
  • Final Proposal Submission Deadline: November 27, 2023 (prior to 4:00 p.m. CST)
  • Anticipated Award Announcement: November 27, 2023
