In response to the global movement toward sustainable and environmentally conscious transportation, Minnesota is spearheading a significant advancement through its National Electric Vehicle Infrastructure (NEVI) Formula Program. Administered by the Minnesota Department of Transportation (MnDOT), this initiative aims to build a robust, convenient, affordable, reliable, and equitable fast charging network for electric vehicles (EVs) across the state. Minnesota state deployment plan for NEVI funding for fiscal year 2024 was approved in September 2023 and will expect funding of approximately $14.5 million for developing the EV charging infrastructure in the state.
Funding overview
Over the next five years (federal fiscal year 2022 through 2026), Minnesota is set to receive and invest approximately $68 million from the NEVI Formula Program. MnDOT is at the helm of administering these funds, steering Minnesota towards a future where EV charging is accessible to all.
Eligibility and Key Requirements
The NEVI Formula Program places emphasis on creating Alternative Fuel Corridors (AFCs) with fast charging stations. For Minnesota, these corridors encompass Interstate 94 (I-94) and Interstate 35 (I-35). Key requirements include stations located no more than 50 miles apart along the AFC, within one mile of driving distance from the AFC Exit, and equipped with a minimum of four 150 kW charging ports operating simultaneously. Furthermore, these stations must be open to the public 24/7 without any entry fee.
Application Process
Both private and public entities are eligible to apply for NEVI funds. Applicants must align with the federal requirements and commit to a contract with MnDOT. A successful project team should include an experienced charging network provider and an entity with ownership or lease of the property throughout the five-year operations and maintenance period.
A competitive grant program is in place for Round 1 of NEVI funding investments.
The timeline for this round is as follows:
- Dec. 11, 2023: Application window opened
- Noon CST, Dec. 18, 2023: Recording of informational presentation published
- 5 p.m. CST, Jan. 10, 2024: Deadline for questions
- Jan. 24, 2024: Written responses to questions posted
- Noon CST, Feb. 9, 2024: Deadline to submit an application
- Spring 2024: Awards announced
How to Apply
The application process involves several steps, including downloading and reviewing essential documents, registering for a Unique Entity ID (UEI), registering as a vendor in SWIFT, and completing and submitting the required forms online. MnDOT urges applicants to conduct thorough due diligence regarding the NEVI Formula Program and relevant federal, state, and local laws.
Looking Ahead
Minnesota aims to fund 18 charging stations in the first round, strategically placing one project per cluster of exits. Conditional awards are expected to be announced in May 2024, depending on the volume of applications received. For those interested in contributing to the fast-charging network, a Fast Charging Interested Partners list is available, allowing entities to stay updated and connected with the program’s progress.
Minnesota’s NEVI Formula Program marks a significant step towards creating a comprehensive EV charging infrastructure. As the state embraces sustainable transportation, these initiatives play a pivotal role in ensuring a cleaner and greener future for all. Stay connected, stay charged, and be part of the electric revolution in Minnesota.
