Voucher Guidelines

Available Funding
In terms of funding, it is divided into two charger types. The Level 2 Single Port category provides a maximum funding of $5,000 with no minimum cost share, while the Level 3/DC Fast Charger category offers a maximum funding of $25,000 with a 30% cost share requirement of the total cost. Actual reimbursement of funds to the applicant may be reduced depending on final eligible invoiced costs.
Program requirements
The primary goal is to fund the purchase and installation of new EV Level 2 and 3 chargers to promote clean air and the use of low- or zero-emission vehicles. Funding operates on a first-come, first-served basis until program funds are depleted. Private home-use EV chargers at single-family residences are not eligible for program funding, and the funding is not intended for the reimbursement of existing EV chargers that are already installed and operational. EV chargers must not be purchased or installed without an approved voucher from the SJVAPCD, and funding covers the charger, eligible installation costs, and necessary signage. However, certain costs like monthly network subscription fees and permitting fees are ineligible. The SJVAPCD reserves the right to recoup funds if the applicant provides inaccurate information or fails to meet program requirements.
Eligibility
To be eligible for the Charge Up! program, applicants must be a private entity or public agency intending to install EV chargers. They must receive an approved voucher from the SJVAPCD before purchasing or installing any EV chargers. The installation must be completed within one year from the voucher’s execution date, and any additional funding sources received for the project must be disclosed. Applicants must have the necessary capital to complete the project within six months, own, operate, and maintain the EV charger(s) for a minimum of three consecutive years, and ensure installation is carried out by a licensed contractor following all relevant codes and requirements.
Site requirements and EV charger standards also play a crucial role. For both sites and EV chargers, specific requirements must be met, including public accessibility, charging standards, parking signage, and safety considerations.
